Beth, there was a wonderful in-depth discussion on the Forum years  
ago, in which scholars who had edited various Hardy works  debated   
the merits of differing approaches to the editing process.  
Unfortunately, it is no longer accessible in the archives because it  
was published in one of TTHA  "Occasional Series" pamphlets. I  
believe print copies are still available, however, and details for  
purchase are available at the bottom of the front page of TTHA's  
website.
