Good sleuthing, Carolyn!  I think you're right that nobody has mentioned "The Three Tall Men" here in this discussion, but Dalziel and Millgate have annotated the entry thus: 

"This note . . . was developed into 'The Three Tall Men' . . . first collected in *Winter Words* following prior publication in the *Daily Telegraph*."  (Ellipses mine.)

You don't even need to read Dalziel & Millgate, apparently!  Well done.
